    Firm creamy buff paper with underprinted blue waves fanning out from the 1790 Coast Guard Seal, very ornate U.S. Currency like border and a 5" steel engraved vignette that will really float your motorboat!! Plus hand signature of the Acting Officer in Charge of Marine Inspection.
    No cancellation holes or marks, no splits and no tears. Very faint moisture stain in upper left margin not affecting any of the engraving. Light red pencil notation in lower right corner that can easily be erased with an art gum eraser (the crumbly kind).
